| 内容記述 | This paper examines municipal policymaking process of Keikan ordinances in the perspective of intergovernmental relations. Using the survey data, the paper analyzes how and to what extent prefectural governments affect the municipal policymaking process. The survey data reveal that prefectural governments have intention to promote municipal Keikan ordinances, but in reality their intervention does not facilitate enactment by municipal governments. It is also discovered that prefectural Keikan ordinances do not cause convergence of municipal ordinances. | |||||
