| 内容記述 | Regulations on broadband services in the United States have developed through the argument over cable modem service. Cable companies and incumbent local exchange carriers (iLECs) insist that obligations of open access or provisions of unbundled network elements (UNEs) harm the deployment of broadband services by reducing the incentive to invest in broadband infrastructures. However, once they gain the control over the physical network, their power will threaten the innovations of applications and the neutrality of the Internet. Regulators should build up the framework to preserve the open architecture of the Internet, and foster its progress in the future. | |||||
