| 内容記述 | This judgement is made on appeal from Brand X Internet Services v. FCC, 345 F.3d 1120 (9th Cir. 2003). In this decision, Supreme Court of the United States put a period on 'the battle for the last mile', finding that cable modem service is solely an 'information service', and no separable 'telecommunications service' is offered to the end user. Probably, one of the most important meaning in this holding is that a service is characterized from the end user's perspective, which will have great implications for other IP-based services. This decision may promote the investment in 'pipelines' for broadband internet access services in an unregulated competitive market. However, government authorities should build the additional framework that is necessary to preserve the neutrality of the Internet, and foster its progress in the future. | |||||
