内容記述 | Since Shake district of Haruna town is located on the south side slope of Mt. Haruna and about 900 m above sea level, intense rainfalls hit this region, especially, during the typhoon season. As a consequence of the impact of Typhoon NolO of 1982, the Ministry of Construction installed a Debris-flow alarm system in this district. The evacuation training using this alarm system has been carried out by the community since 1983. However, the process has recently become a mere formality. In order to overcome this difficulty, eight (8) round-table discussions were held with the participation of community members. During the round-table talks, the problems of the present evacuation system and how to improve it were discussed. One problem was "the alarm rings too much" and the other problem was the opposite, it is, "the alarm does not sound". For the former problem, we reexamined the set value of the alarm system using five (5) methods proposed by the "Rainfall Standard" for warning and evacuation in the case of debris flow. For the latter problem, we developed a new evacuation system that emphasizes the responsibilities of each individual of the community. The most relevant outcome is a new type of hazard map named "My hazard map". | |||||
