| 内容記述 | 要旨\n［背景］日本は地震大国であり、災害がいつでもどこでも起こりうることを考えると、避難所となる学校の機能と養護教諭の役割を検討する必要がある。\n［目的］ 2011年 3月 11日に発生した東日本大震災の直後、都市における学校避難所の対応の実態を明らか にし、学校保健と地域保健との連携の課題を検討する。\n［方法］東日本大震災で被災した茨城県と埼玉県の県庁所在地に位置する公立学校に勤務する、同意の得られた 6名の養護教諭を対象に、インタビュー調査を 2011年 8月に実施し、質的帰納的分析を行った。\n［結果］都市型の学校避難所における震災直後の対応は、「生徒の安否・安全確認」「生徒の不安の軽減」「特別な支援の必要な生徒への対応」「感染症の予防活動」「避難所の環境整備」「帰宅困難者への対応」の 6カテゴリーに整理された。今後、学校と地域との連携の課題として、「帰宅困難者の受け入れに限界」「多機関との連携・協働」「災害時の校内体制の整備」「災害を想定した保健室の整備」の 4カテゴリーに整理された。\n［結論］震災直後から、都市における学校避難所は、児童生徒や地域住民、帰宅困難者を受け入れ、多岐にわたり支援活動を行った。しかし、大勢の帰宅困難者の受け入れや、避難所の物品不足、スタッフ不足、情報不足、等々の多くの課題が明らかとなった。学校避難所としての機能が災害時には極めて脆弱であることが浮き彫りとなった。日本は地震大国であり、いつどこでも災害が起こりうることを考えると、災害時に避難所となる学校の役割を明確にし、地域と連携して具体的な対応を検討しておくことが重要である。キーワード：東日本大震災、学校避難所、帰宅困難者、地域 \nAbstract\n［Background］ GiventhefactthatJapanisahighlyseismiccountryanddisastermaystrikeanywhereatany time,weshouldimprovethefunction oftheschoolsasevacuation sites.\n［Objectives］ Thepresentstudyexaminedtheresponsesofschoolsthatservedasevacuationsitesimmediately followingtheGreatEastJapanEarthquakeofMarch2011. Futureissuesforcollaborativehealth-basedef\nortsbetweenschoolsandcommunitieswereorganizedintothe followingfourcategories:“limitationsonacceptingthoseunabletoreturnhome”,“cooperationandcollabo-rationwithmultipleorganizations”,“maintenanceofaschool-wideemergencysystem”,and“maintenanceof schoolnurseofficesfordisasterscenarios”.\n［Conclusion］ A variety of aid activities were conducted at school evacuation sites for students, local residents,andthoseunabletoreturnhomefollowingtheearthquake. However,thepoorfunctioningofschool evacuationsitesfollowingthedisasterwashighlighted. Inparticular,alargenumberofpeoplewereunable toreturnhome,andtherewasalackofsupplies,staff,andinformationattheevacuationsites. BecauseJapan ispronetoearthquakes,theroleofschoolsasevacuationsitesmustbeclearlydefined,andcoordinatedefforts withlocalcommunitiesmustbeconsidered. | |||||
