| 内容記述 | This article will discuss the development of the study of legislation [the legislative process] in Japan since the end of World War II in four stages and identify Y the major features of each stage. Further, it will examine potential new directions for the field from the viewpoint of as-yet-to-be-established interdisciplinary fields like social and information studies. The study of legislation itself is relatively new, and my attempt here is to relate it to the similarly emergent field of social and information studies. The present discussion focuses on two aspects : the agents of legislation the legislators - and legislative procedures, with particular emphasis on collection and processing of information for legislative purposes. A major point of interest is that the agents of legislation - although in principle the members of the Diet and their constituents (the voters) - are actually career bureaucrats and attorneys who are professional experts on the law. The crucial issues to be pursued from now on, in this analysis, are recovery of legislative power by members of the Diet and enhancecd participation by voters in the political process The conclusion presents a philosophical discussion of the nature of the "legislator" in the true sense of the term. | |||||
