In Tatsuoka and Shigeno, local community media were published by local residents, especially young people, before the war. It will be discontinued due to the wartime regime. During the postwar democratization, a public hall was set up and a public hall newsletter was issued, but there are differences in the issuing systems in Tatsuoka and Shigeno. From these cases, it is clarified that the business of editing and publishing the local community media of residents from the early Showa period to 1940 will continue after the war, while being linked to national policies, especially social education (out-of-school education) and public hall policies.
