| 内容記述 | This paper investigates how subnational governments form late policies and make decision to adopt them. First, the shortcomings of previous theoretical models are identified. Then, three models that focus on the information processing aspect of policymaking process are outlined. Among these models, this paper argues that the model that emphasizes "mutual reference" among subnational governments most accurately theorizes the dynamism of subnational policymaking process. | |||||
