| 内容記述 | This paper examines the organizational. Structure of three local governments. Through close observation of the three municipalities, the paper tries to elicit shared characteristics of small organizations and differences among them. It is discovered that their organizational structure is flat and relatively flexible. As a result, they are free from the problems of hierarchical bureaucracy that large cities suffer from. It is also found that they attempt to facilitate organizational innovation by combining entirely different tasks and creating a new subunit, though they are forced to do so because the amount of each task is not sufficient to form one independent subunit. | |||||
