| 内容記述 | Internet Protocol telephony (IP telephony) and Voice over Internet Protocol (VoIP) are rising. Because of their nature, it is difficult to characterize them. Today, some VoIP services are qualified as 'information service', and others are identified as 'telecommunications service'. FCC is now preparing a comprehensive rulemaking. Certain VoIP services that are offered by facilities-based VoIP service providers may be characterized as 'telecommunications service'. However, hardware-independent nature of IP-based services and joint operations between facilities-based communications service providers and peer-to-peer (P2P) VoIP service providers make the task quite effortful. Further consideration on real-time voice services in the age of IP convergence is indispensable. | |||||
